With William Deng he published The Problem of the Southern Sudan in 1962 — the first clear statement of southern objectives — then led SANU, and hosted the meeting in Kampala at which Anyanya was founded.

With William Deng he published The Problem of the Southern Sudan in 1962, the first formal declaration of southern Sudanese political objectives, arguing the case for the independence of the non-Muslim south. The founding of Anyanya followed a meeting of southern politicians and military men at his house in Kampala on 19 August 1963. He led the Azania Liberation Front from 1965 to 1967, and broke with the exile groups in 1971 over Joseph Lagu's insistence that the political wing be subordinate to the military.
